Noleen was born on Christmas Eve 1937 (hence her beloved nickname) in New Ross, County Wexford, Ireland to Patrick and Margaret Cullen. She was predeceased by her loving husband of 60 years, Steve, her cherished daughter, Peggy, her sister, Anna Sheehan of Ireland, and brothers, Martin and Dick of Somers NY and Jerseyville IL, respectively.
In 1956, at the age of 18, she immigrated to the United States on the RMS Saxonia docking in New York; proudly becoming a US citizen thereafter. She lived with family in Yonkers, NY where, at an Irish American dance, she met the love of her life, Stephen B. O’Loughlin; they married in 1958. Together they purchased their home in Yorktown Heights, NY where they resided and raised their five children.
