Yorktown audit finds sound finances, clean opinion issued

The Town of Yorktown received a clean audit opinion for its 2025 financial statements, according to Alan Kassay, a partner with PKF O’Connor Davies, in a presentation to town officials June 9.

The audit found no material weaknesses or significant deficiencies and issued an unmodified “clean” opinion, indicating the financial statements are fairly presented under generally accepted accounting principles.

Kassay said the town’s financial position is “sound,” adding, “Overall, the town had a good year.”

The town reported a $35.9 million General Fund balance, including $24.1 million unassigned and available for any General Fund purpose. Officials said fund balance levels have remained stable over the past three years, with the unassigned portion equal to about 60 percent of 2026 appropriations.

Revenues came in above budget, driven by sales tax, building permits, interest income and state aid, though overall revenue was slightly lower than the prior year due to timing of federal aid recognition.

Spending came in below budget, with savings in employee benefits, police staffing and retirement costs due to vacancies and lower-than-expected pension expenses.

Auditors also reviewed highway, special district and capital funds, finding stable balances.
