WHITE PLAINS N.Y. —Colin Smith, a three-term Democrat from Peekskill, has won re-election to the Westchester County Board of Legislators, defeating Republican Kevin Byrnes of Yorktown. Smith will continue representing District 1, which includes Cortlandt and parts of Peekskill and Yorktown.
As of 10:44 a.m. on Wednesday, Nov. 5, Smith earned 4,878 votes and Byrnes received 3,184 votes, according to the unofficial tally of election results. These totals do not reflect early voting numbers.
Born and raised in Peekskill, Smith is an attorney and small-business owner with deep family ties to northern Westchester. He said his work helping local families protect their homes, plan for the future, and navigate county and state systems shaped his practical approach to policy.
On the Board of Legislators, Smith has focused on funding road and drainage projects, expanding youth and senior programs, supporting affordable housing, and strengthening consumer protections. He said he hopes to continue investing in infrastructure and flood prevention, expanding mental-health and senior services, and ensuring county resources are distributed fairly across northern Westchester.
In an email to Yorktown News on Wednesday, Nov. 5, Smith thanked voters and said he looked forward to continuing his work with another term.
“I’m grateful for the community’s support and am ready to get to work," he wrote and added that his priorities include "expanding affordable housing, tackling critical infrastructure, strengthening consumer protections—including keeping utility rates in check—supporting our law enforcement and emergency services, and ensuring Westchester remains a place of safety and fairness for all. We can grow responsibly while protecting residents’ wallets.”
Byrnes, a 24-year Yorktown resident, is a retired NYPD Detective Sergeant and chairman of the Yorktown Republican Committee, sought a first term on the county legislature.
In a Nov. 10 text to Yorktown News, Byrnes wrote:
"I want to sincerely thank the voters of Legislative District 1 — especially my friends and neighbors in Yorktown — for your support throughout this campaign. Though the results were not what we hoped for, I remain committed to working together for the betterment of our district, and I am deeply grateful for every conversation, handshake, and word of encouragement along the way."
