My name is Tatiana Brahimi and I am running as the only endorsed Conservative Party candidate in the race for Putnam County Executive.
Among the many reasons that I entered this race include reports of the following:
The Putnam County legislature called for a New York State Comptroller audit of the unreasonably bloated fund balance. The legislature had to take control of the fund balance from the County Executive and Commissioner of Finance.
Putnam County has no functioning Ethics Board. The legislature had to take control of the Ethics Board from the County Executive and are now rebuilding it from the ground up.
Putnam County was given $2.5 million from the federal government for a Mental Health Stabilization facility. That facility never opened. There was litigation between People USA and the Town of Carmel, which started out in New York State Supreme Court in February 2026 and was moved to Federal Court in the Southern District of New York in March 2026.
In November 2025 the legislature passed a resolution to provide $150,000 to the hungry in Putnam County that would have been reimbursed by the federal government. County Executive Kevin Byrne never sent out the money and the legislature had to pass an emergency resolution in August 2026 for the same $150,000 that is no longer eligible for reimbursement by the federal government.
Kevin Byrne’s administration failed to promptly transfer or grant the Soil and Water Conservation District (SWCD) full control of state-allocated funds that were held in county accounts, and also failed to provide the historical financial records the district requested. The legislature had to intervene to clarify the SWCD’s fiscal autonomy, order a special audit, and the SWCD board itself requested an audit from the New York State Comptroller.
A lawsuit was commenced against Kevin Byrne, Byrne for County Executive, and campaign treasurer Azalea Dominguez by members of the Republican, Conservative, Libertarian and Democratic parties alleging that Kevin Byrne and his campaign accepted contributions in excess of the limits permitted by New York Election Law. On Oct. 6, the New York State Supreme Court entered judgment finding that Kevin Byrne, Byrne for County Executive, and Dominguez violated Election Law § 14-114(1)(e) by accepting contributions exceeding the lawful contribution limits.
How can the public trust Kevin Byrne when he took more campaign money from people than was allowed by law, and he took far more taxes from the people in Putnam County than is reasonable. There is currently a $200 million unassigned fund balance sitting in a government bank account when it should be sitting in the Putnam County taxpayers' bank accounts.
These are just some of the many examples of why we cannot continue with another four years of Kevin Byrne and the audits and litigation left in his wake, in addition to the Putnam County Legislature having to take control away from the County Executive for failure to do his job.
If you’ve had enough, and you want a county executive who will hire based on competency, qualifications, credentials and merit, and not favoritism and friendship, who will put Putnam County families first, who will not just show up for photo ops, but will provide actual real support to our veterans, law enforcement and first responders, someone who will cut the salary of the county executive and eliminate the press palace in the county executive’s office paid for by the taxpayers, vote Tatiana on Nov. 3.
