York Farm Estates gets 10 affordable units for seniors, Section 8 qualifiers

York Farm Estates was granted official approval to put affordable housing units on site. 

The Yorktown Planning Board approved an amended site plan during its June 29 meeting to make 10 units on the site affordable housing. The amended site plan also granted four units that are currently on the site with certificates of occupancy, which means people can now legally live in them. 

The amended site plan makes all 83 units on the site habitable, which is up from 79 units that were originally proposed in 1996 when the project received its original site plan approval. 

Approvals for the four additional units and affordable housing have been a long time coming since York Farm Estates since they weren’t included in the original site plan approval in 1996.  

Putting four additional units on the site was first proposed in 2002, but the owner of the property at the time never followed through with getting approval for them, according to project engineer Joseph Riina, who testified before the planning board on behalf of current York Farm Estates owner Jeffrey Bergman. Riina owns Site Design Consultants engineering firm. 

In 2026, the Bergman family who currently owns York Farm Estates and also known as Westchester Management LLC, got planning board approval for the four additional units. 

“We’re in a good position now to legalize these units,” said Riina during that meeting. 

He told Yorktown News, “The new owners have done a lot to improve the property and upgrade the property in general. They’ve done additional landscaping and a lot of beautifications to the property.” 

Riina told Yorktown News that the 10 affordable units will be included in the 83 units but didn’t have a breakdown of what affordable housing, if any, will be included in the four additional units. 

Five of the 10 affordable units will be for senior citizens and the other five affordable units will be for Section 8 housing, according to the resolution approving the amended site plan. The 10 units will be part of the Town of Yorktown Community Housing Program Units, according to the resolution. The parking requirement is 1.5 spaces per unit so only 125 parking spaces are required for the 83 units, making the 170 spaces sufficient, according to the resolution. 

York Farm Estates is an 8-acre apartment complex/community with one-, two-, and three-bedroom apartments, located at 1870 Baldwin Rd. in Yorktown Heights. 

York Farm Estates was built in 1996 and was sold to Westchester Management, LLC in July 2025 for $15.75 million. Bergman acquired the property from Westchester Management, LLC. 

“The sale of York Farm Estates highlights the sustained investor demand for well-located, free-market, value-add multifamily opportunities in desirable suburban markets,” said Matthew Gault of Marcus & Millichap in a press release last summer about the sale of the property. Marcus & Millichap is a commercial real estate brokerage firm that sold the property last year on behalf of the seller, HVT Realty. 

The new owners are now securing building and other permits needed from the Yorktown Building Department to complete work on the four additional units for the site.
