YORKTOWN HEIGHTS, N.Y.—The Yorktown Town Board convened Tuesday, May 13 for a work session that ran three hours shorter than the previous week’s regular meeting. Agenda items included a proclamation for National Police Week, discussions on the town’s website (see page 6), the proposed project at 800 E. Main St. (page 14), the Hallocks Mill Sewer District, personnel, and other town business.

Each May, National Police Week is commemorated across the country. In 2025, it is being commemorated this week, from May 11-17. Town Supervisor Ed Lachterman read a proclamation, marking the observance in Yorktown and honoring “the service of our law enforcement officers in our community and across the nation.” Thursday, May 15 is designated as Peace Officers Memorial Day, honoring fallen officers and their families. Lachterman said flags should be flown at half-staff.
After a brief discussion item on this permit for a proposed one family residence, the board moved to refer it out, meaning it will send the application to other relevant departments or boards for review, feedback, and recommendations before it makes a final decision.
Town Engineer Dan Ciarcia appeared before the board with an update on the phases of the Hallocks Mill Sewer Project and outlined a scaled-back plan for the proposed extension. He explained that the project involves lateral sewer lines. His 2025 project summary listed 184 total number of parcels with an estimated project cost of $14.4 million.
Using only the $11.2 million of outside funds which are available, the district would sewer 189 homes rather than 315, including Sunrise Street, Sparkle Lake streets off of Hyatt and the Birch area. The next step is a green light from the Department of Environmental Conservation to route the line through town-owned wetlands in the west area of Sparkle Lake.
Matthew Recine was appointed as a motor equipment operator in the Refuse and Recycling Department. The role, effective June 2, has an annual salary of $67,030. Rita Mancuso was appointed real property appraiser in the Assessor’s office. Effective June 16, the role has an annual salary of $82,116.
Colin Russell, a librarian at the John C. Hart Memorial Library, was promoted to the role of Librarian II. The civil service role, effective May 31, has an annual salary of $89,596.
The board authorized the comptroller to issue a payment of $490.45 to Justin Guaragna for the cash value of unused leave time as of his termination date. Additionally, the board approved the establishment of a standard six-hour workday for the Nutrition Department. The board also authorized Peter A. Camilli & Sons Construction to provide excavation, dewatering, and disposal services related to petroleum-impacted groundwater during the emergency removal of a fuel oil tank at the highway department, at a cost not to exceed $50,000.
The board approved an application from Michael Panny for a Stormwater Management and Erosion and Sediment Control permit for Panny's proposed construction of a single-family home, driveway, septic system in an R1-20 zoning district. Several other resolutions were also approved.
