Katonah-Lewisboro school board race features unusual seat scenario

CROSS RIVER, N.Y. - A school board trustee is normally elected to serve for three years. But a candidate could take office for a far shorter term - or even a slightly longer term than three years.

That's the possibility facing five candidates - two incumbents and three challengers - running for three open seats on the Katonah-Lewisboro School District board. On May 19, the two who receive the greatest number of votes will win three-year terms, starting July 1, and the third highest vote-getter will immediately fill a vacant seat with two years and about 40 days remaining in the term.

But if the third-place finisher is an incumbent, either Lorraine Gallagher or Bill Swertfager, that scenario would have to change. Since they are already serving terms that don't end till June 30, neither could be sworn-in immediately, as required by state Education Law, to give the school board its seven-member complement.

In that case, District Clerk Kimberly Monzon told the school board’s May 7 meeting, the nonincumbent with the highest vote total, would fill the open seat for about 40 additional days, until July 1. Only then would either Nancy Bachana, Melissa Dilmaghani or Stacy Isaacson begin her three-year term and Gallagher or Swertfager would serve the two-year vacancy.

Polls will be open from 6 a.m. to 9 p.m., May 19, at KLSD's three elementary schools.
